Subsidies, Wastage, and Islam

Let us give a scenario, where I just came back from a Tazkirah(a session where people talk and remind each other of doing good, within Islam) and a participants invited to come over to his place. So I accepted the offer and then when we reached his place and he opened the door to his room, a gust of hot air came out to greet me and the room was brightly lit, with the sound of the news coming from the tele. You're getting what I'm saying right. He was wasting the electricity.
So I would ask him why did he left the place buzzing like a funfair.
"Elektrik free, bayar dalam sewa. Unlimited. Jadi biar ja lah," he would say. And my respect, my envy of him knowing the hadits and memorizing the quran, just went out the window.

The way I see it, 'brothers' or 'sisters' shouldn't be acting this way. There's a few reason that they shouldn't.

1. Brains and reasoning.
Kids sometimes forget to do things that they should. Sometimes they turn the fan on to 5, then left the room. So adults have to remind them, or clean up after them.
Mentally incapable people can not be blamed if they leave the lights on bright days. But what about the act leaving the lights on so thieves thought you're at home, instead of a light timer? Well, that depends on which cost more. It's something you can decide.
So in short, brothers and sisters should have good reasoning. They are not stupid. We are not, so lets reason if switching something on is wasteful or a necessity.

2. Values.
I wouldn't think preaching to a serial killer about not wasting the tap water etcetera is really logical. So he can reason that wasting resources is... a waste. But certain people waste because they do not value it, even if they understand the reason behind it.
The I-don't-care attitude.
I also think most of the West and non-Muslim, has higher values on resources and view the effect on the environment and society more seriously. Compared to Malaysia which has high oil subsidies, typical Germans doesn't waste as much fuel. The majority of them do NOT litter. And they view people who casually drop their packaging, "eh terjatuh lak pembalut, malas la nak angkat", as despicable. Disclaimer: mostly.
So then, how come we Muslim, who is supposedly to have the best Akhlak, when we have the same reasoning of power, are worse than the non-muslim.

3. Islam
One would then say, why should we do something to prove to the non-believers? "We should do it for Allah!" they would add.
And then, doesn't Islam admonish wasting? Saving up, not wasting and stuff, isn't that what Islam promote? What would prophet Muhammad s.a.w would do?
There's a tv program where they would stop people by and ask about a law, one episode was about
seatbelts, whether they followed the law or not. And then they would ask, what would Prophet Muhammad s.a.w would do. Point of the show is that, if a law is made by human and doesn't transcend our obligations as Muslim, why shouldn't we follow them? i'm going in a roundabout here but there's a saying that people say about Japanese that I've heard a few times. "Depa(mereka) tu bersih. Tak macam orang Islam. Kadang orang bukan Islam ni lagi islam dari orang Islam."
Yeah, hygiene-wise can be extrapolated to this subject, not wasting and being considerate on your usage.

Anyways, most people know these already but everyone, me included, needs a reminder once in a while. Ramadhan being close and all, why don't we try to increase our sedekah(alms) by giving charity to ourselves through stopping all the 'pembaziran'(wastage) in the first place.
